1To require the Department of Health to issue rules allowing for the donation of blood by
2 minors age sixteen (16) if they have the written consent of a parent or legal
3 guardian and they meet all other health standards for blood donation.

5BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA,

6That this act may be cited as the “Blood Donation Expansion Act of 2009”.

7 Sec. 2.

8 The Department of Health shall develop rules within 45 calendar days allowing

9for minors age sixteen (16) to donate blood if:

10 (1) The minor has the written consent of a parent or legal guardian; and

11 (2) The minor meets all health requirements for blood donation.

13 Sec.3. Fiscal impact statement.

15 The Council adopts the fiscal impact statement in the committee report as the

16fiscal impact statement required by section 602(c)(3) of the District of Columbia Home

17Rule Act, approved December 24, 1973 (87 Stat 813; D.C. Official Code § 1-

18206.02(c)(3)).

19 Sec. 4. Effective date.

20 (a) This act shall take effect following approval by the Mayor (or in the event of

21veto by the Mayor, action by the Council to override the veto), a 30-day period of

22Congressional review as provided in section 602(c)(1) of the District of Columbia Home

23Rule Act, approved December 24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02

24(c)(1)), and publication in the District of Columbia Register.
