ENG OOW REGULATION III/1 (FORMERLY CLASS 4) INFORMATION


With regard to your enquiry regarding the Class 4 (Eng OOW Reg III/I) Certificate of Competency through the experienced seafarer routes. Please find attached our information pack covering the routes to certification. You should read the information carefully including the section on frequently asked questions. For quick reference, we suggest you take a look at the flowchart given on the very last page of this information. You should visit the MCA website page for details of the experienced seafarer routes to Engineer OOW. An application form for a letter of initial assessment can be downloaded from the MCA website. We will need to sight a copy of your letter of initial assessment before you can be admitted onto any of our courses leading to Engineer Officer of the Watch Reg. III/1.

Engineer Officer of the Watch STCW III/1 (Class Four) Certification for experienced seafarers
The routes to Engineer Officer of the Watch Reg. III/I , formerly the class 4 certificate are set out in MCA Guidance notes, and MGN 278M highlights the requirements for experienced seafarers (e.g. engine room ratings) and certain other categories of candidates. It is a requirement that you write to the MCA and seek a letter of initial assessment to confirm your status prior to undertaking any course of training leading to a first UK Certificate. There is a charge, payable to the Maritime and Coastguard Agency of 57 for this, and the MCA need to see original certificates (testimonials, discharge book, rating certificates, etc.) Full details and the facility to download an application form are given on the MCA website. In addition to any college and awarding body requirements laid out in our information to you, the MCA may stipulate other requirements necessary for you to comply with their own and international (STCW) requirements. In all cases, prospective candidates must contact the MCA for a definitive decision as to their suitability for training towards certification. Subject to a letter of initial assessment from the MCA, this training programme is open to experienced seafarers who work in the engine room.

The Experienced Seafarer Route

It is a requirement that you obtain a letter of initial assessment from the MCA before starting your training. The purple MNTB training record book can then be obtained by providing us with a copy of your letter of initial assessment and the fee of 50, which includes delivery by secure post.
Candidates need to undertake the academic course for and pass the IAMI academic

papers (Science A and Science B). The only exception to this will be if the MCA give specific exemptions in a candidates letter of initial assessment. Science A is Naval Architecture and Applied Mechanics. Science B is Applied Heat, Electro-technology and Fluid Mechanics. Term One of the college course, or our e-learning IAMI Science course, will prepare candidates for the IAMI academic exams.

Candidates also need to complete the MNTB workshop skills profile, unless specifically exempted from this in their letter of initial assessment. This takes up the majority of term 2 of the college course and cannot be undertaken by distance learning. The purple MNTB Training Record Book must be completed after the date of issue of your MCA letter of initial assessment, but can be done before or after the academic course. This book replaced the ISF Record Book and the red MNTB NVQ Portfolio. You must obtain a Notice of Eligibility from the MCA for the Engineer Officer of the Watch Reg. III/1 exam. To do this you will need to have completed the sea time required by your letter of initial assessment, and your MNTB Training Record Book, which is submitted to the MCA as part of the application process. You require a notice of eligibility to sit your MCA oral exam and the two subject written IAMI Engineering Knowledge (IAMI EK) exam. You must undertake a course of study for any exam leading to a certificate of competency. Engineering Knowledge is one of the subjects taught in term 2 of our college course and is also available as a stand-alone 4 day course. Your MCA Oral exam can be attempted once you have obtained a valid Notice of Eligibility as described in part e).

Arrangements for obtaining the Training Record Book, Registration and Admission The purple MNTB training record book can be obtained by providing us with a copy of your letter of initial assessment and the fee of 50, payable to South Tyneside College, which includes delivery by secure post. Once you have obtained a letter of initial assessment, you can to come to College for the Underpinning Knowledge (UPK) course, and you should apply in writing to the College with a copy of your letter. Note that, particularly for overseas students, you may wish to complete your MNTB record book and sea time before doing the college course as this will enable you to complete your studies and MCA oral in one visit to the UK. For overseas students, if you require a visa, then for immigration purposes, then before an admission letter can be issued, you will need to pay the full fee. This will be non-refundable. We also require a copy of the front cover and details page of your passport, and a copy of your proof of English language to at least IELTS 5.0, with not more than one of the four grades lower than 4.5. Overseas students also have to provide evidence that they have sufficient funds to cover living expenses in the UK. The UK Border agency puts a figure of 600 per month (total 3600) which must be in your bank account at least 28 days prior to your visa application. Your admission letter will be sent to you by courier if overseas. A deposit form giving the methods of payment is included with this letter. If paying by cheque, please make cheques payable to South Tyneside College, with the amount in UK pounds sterling, payable through a UK Bank. STCW mandatory courses are not included in the standard course fee. Some courses are now accepted from some overseas countries, including India and Pakistan (Medical First Aid, CPSC & RB and Advanced Fire Fighting).

Restrictions on entry to the scheme


All candidates must obtain a letter of initial assessment from the UK Maritime and Coastguard Agency and must provide a copy of this to the college before admission can be granted. You must bring your original Letter of Initial Assessment with you when you start at the College. The Experienced Seafarer route as laid out here is intended for those already in the industry to obtain first certification. It is not meant as a direct entry route into the industry. There are presently no set academic entry qualifications for the Experienced Seafarer route but candidates must have a sound level of basic Maths and English and substantive previous sea going experience in the engine room, to the satisfaction of the MCA. The MCA may stipulate additional requirements when you apply for your letter of initial assessment. All sea time must be supported by original sea service testimonials and discharge book entries to the satisfaction of the U.K. Maritime and Coastguard Agency (MCA).

The old scheme (NVQ Route)


Historically, candidates had a choice of following a Vocational Qualification (NVQ) route. The Vocational Route came to the end of its validation period in September 2009, but those already registered on a vocational route have until March 2013 to finish their level 3 award, subject to a maximum validity period for evidence of three years and the expiry of individual student Edexcel Registration (5 years).

Frequently asked questions about the Experienced Seafarer Route


I have heard that the experienced seafarer scheme is coming to an end, is this true? All MCA certification schemes will have to change following recent amendments to international rules (STCW95). Candidates currently being issued with letters of initial assessment by the MCA have been told that they must complete their training and obtain their EOOW Reg. III/1 certificates by July 2013. What the arrangements will be after this date has not yet been published by the MCA. I have completed STCW courses overseas, do I need to do them again in the UK? On 12 February 2002 the MCA stated that they would recognise some STCW 95 courses from 7 countries: Australia Canada Eire India New Zealand Pakistan South Africa

Note that at the present time, October 2011, courses for dangerous cargo endorsements must still be done in the UK. Is there any exemption from the course because of previous qualifications? Any exemptions allowed will be set out by the MCA in your letter of initial assessment. What is the sea requirement for the experienced seafarer routes? You must normally meet an MCA requirement to have at least 12 months sea service with an engine room rating certificate prior to commencing training and at least 30 months total before completing your training. You must also complete at least 6 months with an MNTB Record Book after obtaining your MCA letter of initial assessment. Other rules apply for graduate entrants etc. and this is determined by the MCA when issuing a letter of initial assessment. Main engine Power must exceed 350kW, but you must get a letter of initial assessment to confirm the MCA are accepting your service, for instance they may not accept service on some vessels such as fishing vessels, certain types of tugs etc. Only the MCA can agree to any reduction in sea service requirements. This would be done at the time of requesting a letter of initial assessment. More information is available on the MCA website. How many teaching hours are there on the course? During the 22 week course, you will receive approximately 24 hours tuition for each of the two terms which will have a minimum of ten teaching weeks each. There are also 14 hours per week of evening tutorial time available to you plus additional time when the library and learning centres with computer based training and internet facilities will be available to you, free of charge, once enrolled. Is there any distance learning option? Yes, please follow our link to Distance Learning for Engineer Officer of the Watch III/I Sciences. You must attend the College to do the MNTB workshop skills. Which routes can I take and do I need to contact the MCA? Whichever route you are considering, you need to contact the MCA and obtain a letter of initial assessment. MCA guidance notes MGN 93 and MGN 278M refer to the options available to you. There are no specific academic qualifications necessary to join the experienced seafarer scheme, it was introduced partly to encourage wider participation in the officer certification schemes. You must however, have a letter of initial assessment from the MCA, which requires at least 12 months previous engine room sea time, and a sound level of basic maths and English. The experienced seafarer is not meant as a training programme for those coming straight into the industry. It was developed to help those already in the industry gain their first certificate. You should not attempt to join the scheme if you do not have previous engine room sea time or if you have not obtained a letter of initial assessment from the MCA.

Can I do the MNTB Record Book before I have completed the underpinning knowledge (UPK) course? You can start work on the purple Training Record Book once you have your letter of initial assessment. Training Record Books are submitted to the MCA prior to obtaining a Notice of Eligibility.

I have completed a different Record Book, is this okay? No. We record the date of issue of your MNTB Record Book so that this information is available for audit by the MCA. The ISF Record Book is no longer acceptable to the MCA. However, we will accept evidence in purple MNTB training record books issued by other MCA approved UK colleges, provided such evidence is gained after the issue of a letter of initial assessment.

What are the awarding bodies, MCA, MNTB, IAMI, ISF etc? The College delivers the program of study, examinations and assessments, but is audited by the MCA. The Merchant Navy Training Board (MNTB) is the lead body, as they developed the award to meet their requirements. One of the many roles of The Maritime and Coastguard Agency (MCA) is to be responsible for the issue of certificates of competency. IAMI are the International Association of Maritime Institutions, and administer some exams on behalf of the MCA. The ISF is the International Shipping Federation, and they produced a training record book to match the International Training Requirements set down by the STCW 95. The MNTB Training Record Book (the purple book) replaced the ISF record book for use on non-NVQ programmes in October 2006. How do I contact the MCA for initial assessment? You should visit the MCA website page for details of the experienced seafarer routes to Engineer OOW. An application form for a letter of initial assessment can be downloaded from the MCA website. The MCA charge a fee for initial assessment of 57, deductible from any subsequent application for a Notice of Eligibility to sit the MCA oral exam.

What do I have to do to join the college course? Make sure you have read and understood all of the information given here! In particular, you need to contact the MCA and obtain a letter of initial assessment. For immigration purposes if you are coming from overseas and require an admission letter for visa purposes, we do need the full fee, payable to South Tyneside College. This is not refundable The EOOW Experienced Seafarer Engineering Course is of two terms duration, and terms usually start in September, January and April. Due to UK Border Agency Rules, students can only be issued with a 6 month student visitor visa for this course. This has to take into account normal college breaks between terms and the time needed for exams. Note that if you start in April there will be a summer break in between your two terms. For overseas students, this means that you will need to return home at the end of the academic term in July, and then obtain a second student visitor visa for term 2 in the next academic year starting in September. Note that in no circumstances whatsoever will you be allowed to start the course more than one week late, as this would prevent you from meeting Maritime Coastguard Agency rules on Course attendance. UK Border Agency Immigration rules are frequently updated. As of September 2010, you also need to send the college a copy of a copy of the front cover and details page of your passport, and a copy of your proof of English language to at least IELTS 5.0.

Are there any loan arrangements or financial assistance? If you are a home student, you may be eligible for assistance from the Marine Society. You can visit their website at www.marine-society.org.uk . If you are intending to seek support in this way, make sure you do it well in advance of the course start. How do I get to South Tyneside College ? There is a map and full details on our website, www.stc.ac.uk, but in brief the nearest airport and mainline railway station are located at Newcastle upon Tyne, and you can travel from both of these locations to South Shields using the rapid transit system, the Metro, (similar to the London Underground system). There is a taxi rank at South Shields Metro station and the College and our Halls of Residence, are situated on the same site, which is 5 minutes away by taxi. What will I need for workshop training at the college? For workshop and other practical sessions the following will be worn: Boiler suit will be white or in a colour supplied by the sponsoring company, cleaned each week and kept in a good state of repair. Suits must have means of fastening up to the neck, with long sleeves with cuffs that are not too free. Safety shoes will be of an approved type BS/8070/953 or ES DIN/4843. Trainees must inform the lecturer in charge of the session when these shoes are not worn.

Are there any recommended Course Books? There are many suitable books available, and the college library will be available to you once you are enrolled at the college. Is there a Syllabus for the IAMI exams? The IAMI EK exam and the IAMI Science exams are based on requirements set by the MCA. MCA Marine Guidance Notice MGN 278M gives full information on the experienced seafarer routes to Eng. OOW Regulation III/1. Our information can only be generic. Your letter of initial assessment from the MCA should clear any doubts you have relating to your own circumstances and MUST be obtained.

ENTRY
Experienced Seafarer (at least 12 months sea time holding an Engine Room Rating Certificate) with good command of basic Mathematics and English + LETTER OF INITIAL ASSESSMENT FROM MCA

Obtain MNTB Record Book from an Approved Centre

UNDERPINNING KNOWLEDGE (UPK) 24 WEEK COLLEGE PROGRAMME OVER TWO TWELVE WEEK TERMS (APPROXIMATELY) This course covers the requirements of the IAMI academic papers Science A and Science B, IAMI EK exam and MNTB Workshop Skills

Complete Training Record Book whilst obtaining at least 6 months sea time. Your overall total sea time (as calculated by the MCA) must ordinarily be at least 30 months before you can apply for an NOE to sit the IAMI Engineering Knowledge exams and MCA Oral. Your letter of initial assessment will clarify your own situation.

SEA SERVICE TESTIMONIALS


The MCA insists that all candidates applying for any class of certificate must produce testimonials in respect of all sea service performed. The sea service requirements are laid out in section 5 of 'Marine Engineer Officer and Licensed Marine Engine Operator Requirements and Examination Syllabuses' The relevant section is quoted in full below: '5.2 Testimonials Each candidate must produce testimonials in respect of all sea service performed. These testimonials, which should state the seniority on watch, the type of main propelling machinery and the nature of duties performed, are to be signed by the Chief Engineer Officer and endorsed by the Master or Engineer Superintendent, or some other responsible representative of the employer. Testimonials covering service as Chief Engineer Officer are to be signed by the Engineer Superintendent or some other responsible representative of the employer. A recommended form of testimonials to cover sea service is shown in Appendix B. The MCA have also required that we remind all candidates that photocopies of documents will not be accepted - original documents are required!

Accommodation
Convenient location Our Halls of Residence are located just 50 metres away from the main College teaching facilities. It is easily accessible by public transport. Accommodation All rooms are single study rooms. Each room is centrally heated and equipped with a wash hand basin; showers and toilets are located on each floor. Facilities General facilities include common rooms (with TV, microwave and kettle), a communal television lounge, after hours study rooms (with whiteboard, large desks and computers), a computer suite (with 24 hour access), and an onsite licensed Student Union Club (1861 Club) offering satellite TV, Pool tables etc. Residents are also able to access the College gym (Lifestyle Centre) at a reduced rate. Duvets, pillows and all bed linen is provided, however students are required to provide their own towels and toiletries. Wireless network with internet access is available for those with PCs or laptops. Our laundry room is equipped with coin operated washing and drying facilities. Free onsite parking is available. FOREIGN DRAFTS

South Tyneside College accepts payment of tuition and examination fees by students in the form of Cash, Cheque, Debit/Credit card, and Foreign Draft. Foreign Drafts should be sufficient to cover tuition fees only. The value of the Foreign Draft should exclude the value of any deposit previously submitted to the college. In the instance of a Foreign Draft, acceptance can only be valid where the Draft has the name and UK address of a UK bank printed on the front of the cheque. Students with Foreign Drafts should be informed that clearance of the Draft may take between 10-15 working days and as a result repayment of surplus funds cannot be made until this time has elapsed. Repayment of Surplus Funds from Foreign Drafts is limited to 15% of the value of the Draft. Any remaining surplus funds can be returned to the student when they complete their course(s) at the College. This restriction has been in place since 2002 and follows advice given by the College Bankers, Nat West and the Bank of England. If the surplus occurs as a result of a payment of a deposit plus a Foreign Draft which covers the full value of the fees due, then a refund can be made, at the request of the student, subject to the 15% limit If you have a query please contact me on Ext: 3508.

Dear Sir/Madam In anticipation of your commencement your course, please be reminded that enrolment will commence on the start date shown on your visa letter. If you are unable to attend the course please inform the School of Marine Engineering at the earliest opportunity. You can apply for a replacement visa letter only after you have returned your previous letter, but there will be a charge of 30 to cover replacement visa letter and DHL charges. Details of the room in which enrolment will be conducted will be posted at the Information Centre at the main entrance to the College. Please ensure that your student visa application is submitted to the relevant visa department in your home country, well in advance of the date of commencement of the course. When submitting your application, please make certain that all relevant documentation is included. The course you will be attending is full time and averaging over 20 hours per week of formal study at the College. Please also ensure that all aspects of your travel arrangements to the United Kingdom allow for a prompt commencement of the course. However, if for any unforeseen circumstances your arrival may be delayed, please inform the School of Marine Engineering. The latest date you will be accepted for enrolment on the course is one week after the course commencement. Recent developments for students visas for study in the UK


You have already enquired about studying at South Tyneside College. To ensure you can obtain your required student visa, you need to ensure that you meet the changes that will be enforced by the UKBA from 3 March 2010. The changes will:

Halve the amount of time students can work during term time from 20 to 10 hours a week; there is no restriction on working outside term time. Ban students who are studying on courses of six months or less from bringing their dependants with them to the UK. Ban the dependants of students from working. Increase the level of English competence for students who are studying on courses longer than six months. This new level will be IELTS 5.0 and you need to provide evidence that you have reached this standard BEFORE you apply to the College for your students visa.

Any of the following tests are acceptable by South Tyneside College for English language purposes: 1. Any externally validated English test that has been undertaken at the following standard: IELTS 5.0 or TOEFL, (level above 65), Pearson PTW Test (50 or more) or CEF B2
**PLEASE BE AWARE THAT THE IELTS 5.0 STANDARD FOR ENGLISH CERTIFICATES WILL BE CHANGING IN THE VERY NEAR FUTURE TO 5.5

2. Original Secondary (10) or Secondary Higher (10+2) certificate that has a pass grade for the subject of English Language 3. MCA Certificate of Competency at Officer of the Watch or Engineering Officer of the Watch level or higher MCA certificates Please ensure that you send a copy of these tests together with your passport and we need to include this English competence in your students visa information to UKBA. We are unable to issue any student visa until you have supplied us with the details we require to process your application. If you wish to take a separate English test, these are available at various centres in your country http://www.britishcouncil.org/learning-ielts.htm For students whose course is shorter than 6 months, there is no current requirement for an English test, although your competence in English is essential in achieving your course and career goals.
