Agrarian Reform is the redistribution of agricultural lands to farmers and regular farm workers who are landless, irrespective of tenurial arrangement. It includes the provision of support services such as credit extension, irrigation, roads and bridges, marketing facilities , human resource and institutional development.

2. Agrarian Reform Communities ( ARC)

Agrarian Reform Community is a geographical area composed of a barangay at the minimum, or a cluster of barangays where there is a critical mass of farmers and farmworkers awaiting the full I mplementation of agrarian reform. These areas are the manifestation of the joint effort of the CARP implementing agencies, POs, NGOs in bringing about change in the life of the farmer beneficiaries and their families through increased productivity and income. The ARC development strategy will enable to pool all the resources of the implementing agencies in strategic priority areas and/or rural growth points in order to deliver support services to the communities where there are substantial number of agrarian beneficiaries.

Tourism
The City of Toledo recognizes the importance of tourism which can be

a good source of income aside from generating employment for local residents. Tourism when properly planned and managed can be an instrument to enhance national pride in local customs and as a venue to preserve and rebuild the physical environment. Tourism is not a flourishing industry in Toledo City. Most of the visitors are either business people or former residents of the city. There are only handful of foreign tourists coming for the reason of marriage or the city has become a crossing board to the island of Negros. But with the re-opening of the mine, it is anticipated that the scenario will dramatically changed. Local and foreign tourists will increase. This will become a clear signal to improve the accommodation and recreational facilities to entice tourists. Recent experience accounts the feedback of the tourists who attended the First Central Visayas Corn Festival. Valuable recommendations and feedbakcs should be given attention particularly to the improvement of facilities, infrastructures and other perks.

Goals and Objectives

It is the goal of the city to formulate the City Tourism Master Plan

and make the city a haven for tourism in the western seaboard. Specifically the city has the following objectives: To increase the number of establishments and employment catering to travel and leisure activities as additional source of income for the city To develop the citys natural tourist spots and its support infrastructures The Master Plan will cover the following subjects in response to the needs of times: a. b. c. Strategies, Programs and Projects:

The creation of the Citys Tourism, Culture , Arts and Heritage

Council by virtue of Executive Order No. 13-11-2005 on November 8, 2005 opened the avenue for tourism planning and development in the city.

The council has the following functions:

1) Prepare an Annual Plan on Culture and Arts in consonance to the Medium Term Philippine Development Plan for Culture and Arts to be integrated in the City Development Plan; 2) Formulate programs and recommendations to develop local cultural and artistic talent; 3) Ensure the protection, preservation and conservation of the City Cultural Historical Heritage; 4) Conduct cultural events such as cultural festivals, competition, lectures, seminars, fora and symposia, fiestas and other related activities; 5) Conduct periodic consultations with all stakeholders to identify grassroots based cultural concerns, issues and agenda; 6) Encourage the development of local cultural industries; 7) Conduct periodic inventory of local cultural objects and sites in coordination with the National Commission for Culture and Arts; 8) Coordinate with existing local culture and arts councils; 9) Coordinate with the Provincial, Regional and National Tourism Culture Arts and Heritage Councils. set up exhibits during

Development Needs of the Tourism Sector I. Existing Tourism Areas

The city has existing tourism areas but are either underdeveloped or needs to be developed as indicated in the preceding Table of Inventory of Tourist Spots/Attractions. The existing tourism areas in the city include the following: A. Industrial Tourism 1. Mines - Atlas Mining & Development Corporation and now Carmen Copper Corporation 2. Power Plants CEBECO and Global Power B. Arts and Culture The first Hinulawan Festival was held last June 12, 2008 , a showcase of cultural dances depicting the colorful past and present of Toledo City starting from the Pintados, Pre-Spanish, Spanish, Rural, NeoEthnic to the Modern Toledo eras. Hinulawan Festival comes from a contraction of two Visayan words Hinaguang Bulawan (Hin + ulawan = Hinulawan) and historically Hinulawan was the original settlement located in Daanglungsod of the early Toledanos. The name was changed to Toledo when the Spaniards arrived in the place, replicating that of a town in Spain. C. Agri-Tourism The city was the host of the first Corn Festival last 2007 which was participated by different cities and municipalities in the region. During the celebration of the annual fiesta, the city and undertakes an Agro-Industrial Exhibit to showcase agricultural industrial products. D. Heritage- Tourism The Lebumfacil-Veloso Ancestral House in Barangay Cabitoonan is one of the favorite destination of some visitors in the city. It was built during the Pre-War area and is the house of the late Lorenzo Lebumfacil who was a Pre-War Mayor also then by his son

Potenciano V. Lebumfacil who was the first elected municipal mayor. To date, the structure has been renovated memorabilia of the family. E. Coastal Tourism There are two (2) marine sanctuaries in the city located in Barangay Bato and Barangay Matab-ang. Facilities for visitors are needed to improve tourism in the area. F. Eco-Tourism 1. The Malubog Dam in Barangay General Climaco is fit for eco-tourism development. The area is approximately ten (10) hectares which if developed will be ideal for tourism activities fostering environment awareness and preservation. 2. Springpark Mountain Resort A privately-owned mountain resort in Barangay Cantabaco that offers a place of relaxation for people who love nature. It has a swimming pool and modest houses and is easily accessible. Facilities are yet to be improved in order to bring in more tourists. II. The Proposed Tourism Areas A.. The Toledo Toursim Trail This project is covered in the study undertaken for the Toledo Tourism MasterPlan which will later provide the details for its implementation including the infrastructure development, its strategies and programs and tourism benefits. The Toledo Tourism Trail covers six barangays and is a convergence of eco-tourism and industrial tourism. This includes the Haulpack-The Atlas Giants, which can only be seen in Toledo and a view of the Mines including possible industrial tour in the Mine site which brings about a different experience to the visitors. Eco-Tourism is the primary objective of the Toledo Toursim Trail and it entails developing the natural endowment of the barangays and preserving its ecological balance. but has preserved some original materials. It is adorned with various antiques and other
