The printer Manuel Lopez Bueno gained the opportunity to be a modern citizen with the Constitution of Cadiz in 1812. Therefore he achieved the dissolution of the city council because there were a lot of irregularities like the participation of African militia members in the elections of the city council. This situation opened a local crisis in Veracruz where the defender of the African people, Jose María Guridi Alcocer, used a false decree to show that african people gained the access to vote in the local elections.
