VACANCY CIRCULAR
Subject:- Filling up of two posts of Joint Director (Farm Information Unit) in the Directorate of
Extension, Department of Agriculture & Cooperation on deputation (ISTC).
Two posts of Joint Director (Farm Information Unit) in the pay scale of Rs.1560039100(PB-3)+GP of Rs.6600/-, General Central Service, Group A, Gazetted, Non-Ministerial
is proposed to be filled in the Directorate of Extension, New Delhi on deputation basis
(Including Short Term Contract) from amongst the Officers under the Central Government or
State Governments or Union-territories or Public Sector Undertaking or Agricultural Universities
or Recognized Research Institutions or Councils or Semi-Government or Autonomous or
Statutory Organisations:(a)(i)
(ii)

holding analogous post or regular basis in the parent cadre or department; or

with five years regular service in the grade rendered after appointment thereto on a
regular
basis in posts in the pay band-3 (Rs. 15600-39100)+ Grade Pay of Rs. 5400
or equivalent in the parent cadre or department; or

(ii)

with seven years regular service in the grade rendered after appointment thereto on a
regular basis in posts in pay band-2 (Rs.9300-34800)+ Grade Pay of Rs. 4600 or
equivalent in the parent cadre or department; and

(b)

Possessing the following educational qualifications and experience:-

Essential
(i)
Masters degree in Agriculture or Agricultural Extension from a recognized University or
Institute;
(ii) Five years experience in Agricultural Extension including Farm Communication.
Desirable
(i) Degree or Diploma in Journalism or mass communication from a recognized University.
(ii) Experience of handling work relating to agricultural information, mass media, farm
extension literature, agriculture exhibitions, production of audio visual materials relating
to topics on agriculture and agricultural films.

The Departmental Officers in the feeder category who are in the direct line of promotion
shall not be eligible for consideration for appointment on deputation. Similarly, deputationists
shall not be eligible for consideration for appointment by promotion.

Period of
deputation
(including short term contract) including
period
of
deputation(including short term contract) in another ex-cadre post held immediately preceding
this appointment in the same or some other Organisation or Department of the Central
Government shall ordinarily not exceed four years. The maximum age limit for appointment by
deputation (including short term contract) shall be not exceeding 56 years as on the closing date
of receipt of applications.
Note: For the purpose of appointment on deputation basis, the service rendered on a regular
basis by an officer prior to 1-1-2006 or the date from which the revised pay structure based on
the 6th Central Pay Commission
recommendations has been extended, shall be deemed to
be service rendered in the corresponding grade pay or pay scale extended based on the
recommendations of the Commission except where there has been merger of more than one
pre-revised scale of pay into one grade with a common grade pay or pay scale and where this
benefit will extend only for the post(s) for which that grade pay or pay scale is the normal
replacement grade without any up gradation.

Duties attached to the post of Joint Director(FI) are as under:i) To support Farm Information Unit of Directorate of Extension to function as outreach wing
of DOE
ii) To assit Dir.(FI) in planning, programming and execution of Agricultural information,
communication work at the National level.
iii) To provide information support to Agricultural Extension through organisation of
Exhibitions, shows & Fairs.
iv) To facilitate production and procurement of Video Films/Audio Cassettes and organize
Media workshops.
v) To promote use of print media in technology transfer through planning, preparation and
printing of adhoc publications.

5. Officers selected will have the option to draw his grade pay plus deputation(duty) allowance
or to have his pay fixed in the scale of pay of the post in accordance with the Department of
Personnel and Trainings O.M. No.6/8/2009-Estt.(Pay II) dated 17th June 2010, as amended
from time to time.

selection, may be sent, through proper channel, in the enclosed proforma ( in triplicate)
alongwith their last five years Annual Confidential Reports/APARs so as to reach the
Under Secretary (Extension), Room No. 25-A, Ministry of Agriculture, Department of Agriculture
& Cooperation, Krishi Bhawan, New Delhi within 60 days from the date of publication of this
advertisement in the Employment News/Rojgar Samachar. While forwarding the applications
the sponsoring organisations should verify and certify that the particulars furnished by
the applicant are correct. The following documents also need to be sent along with the
application:
(i) Vigilance Clearance
(ii) Integrity Certificate
(iii) Major/Minor Penalty Statement during last ten years
(iv) Photocopies of ACRs/APARs of last five years i.e. from 2007-08 to 2011-12 duly
attested on each page by an officer not below the rank of an Under Secretary to the
Government of India. If for some reasons, the ACRs/APARs of the officer have not been

written for a particular year or a part of a year, a No Report Certificate (NRC) for the
period may be sent along with the ACRs/APARs of the corresponding previous year (s).
7. Applications received after the last date or without the A.C.R.s,/APARs, integrity certificate,
major/minor penalty statement and vigilance clearance or otherwise found incomplete will not be
considered.
