David Hails, the director of the NSA, navigates the different levels of corruption in the Myrtle Beach Police Department to stop the control program from falling into the hands of a ruthless cartel leader. A group of unsuspecting heroes led by Jack Wester come together to try and prevent catastrophic actions from starting World War III.
