Barbara Williams
Rev. Barbara Williams was born in Cleveland, Ohio. The second of four daughters, she attended Catholic and public schools in Cleveland, and Colleges in Columbus, Ohio and Cleveland, Ohio, graduating from Case Western Reserve University’s Frances Payne Bolton School of Nursing with a BSN degree. After working as a nurse, teacher, hairdresser, pharmaceutical salesperson, and respiratory therapist, Rev. Williams began to experience a sense of dissatisfaction, which led to a severe depression in 1980. It was then that she heard of the Lord Jesus Christ, and gave her life to the Lord. Rev. Williams is an ordained minister who stands in the offices of prophet and teacher. She teaches life in the spirit and supernatural living. The healing gifts operate in her ministry and she teaches healing schools and miracle services in Cleveland, Toledo, and Sandusky OH as well as Detroit, MI. President and founder of The Ministry of the Watchman International, she pastors two groups of watchmen in Cleveland and Detroit. Rev. Williams functions in a broad range of the prophet’s ministry. As a songwriter and music producer, she produces the new sound of prophetic music and is known for the live music recordings done at her semiannual conferences held in Detroit. She takes her message wherever the Lord leads and teaches in local churches, conferences, and workshops. The Ministry of the Watchman’s weekly broadcast, “Strong Faith,” can be seen on television in Ohio, and Michigan. The revelation gifts of the Spirit and the teaching revelation gift both operate in her ministry. She encourages believers to walk in the spirit, walk in authority over the powers of darkness, and walk worthy of their calling. By impartation she activates gifts and empowers believers to do the work of the ministry, and to have signs following their work. Rev. Williams's gift as an inspired writer has allowed her to publish and edit newsletters as well as teaching and prayer manuals. She has also authored over 15 books. Widowed in 2002, Rev. Williams was married to the late Aubrey D. Williams for 29 years. Rev. Williams currently resides in Columbia Station, Ohio.

THIS MANUAL IS INTENDED as a working tool for intercessors. Whether you call yourself an intercessor or not, if you are willing to pray, that qualifies you as an intercessor. This manual is easy to use if the guidelines are followed.
To be effective, the user must have a basic understanding of New Testament theology. You must be born again and filled with the Holy Spirit with the evidence of speaking in tongues. If you have had neither experience, please find instructions for receiving these benefits of God by logging on to our website at: MinistryOfTheWatchman.com.
Having been empowered by the Holy Spirit for service the believer should remember that all prayer is done by the spirit and in the spirit. It is also necessary to understand that when prayers that are used address an enemy, we are not referring to flesh and blood, but we are speaking of spiritual forces in heavenly places. Though these spirits may influence human beings, it is of no avail to pray against people, as we serve a God of mercy who has instructed us to show mercy to one another. He has, however given us authority over all of the devil’s works, and over all demons. We must use this power if we are to have the success the Lord has planned for us. By binding the wicked spirit causing the behavior, it is possible that the person will repent, change his ways, and receive his deliverance from the influence of the oppressing spirit. Taking authority over wicked spiritual forces is the most effective method of spiritual warfare. If we submit to God and resist the devil, he will flee from us.

Significant Answers to Prayer
THE PURPOSE OF THIS section of the Master Prayer Manual is to inspire you to use the manual and the principles of watching prayer to enhance your labor in the Lord: to make it more fruitful so that your prayers avail much more than you can ask or think and that you will inspire others to do the same.
The following represent significant events in the 25 year history of the Ministry of the Watchman, International.
I began this ministry in 1987. It began as a house prayer meeting with myself and about seven other women. Only three of those remain: My sister, Rev. Shirley Camp our vice president, Nola Darlene Dillard, our secretary, and Avis Johnson. From there, we moved to a local church, and after that, to our own facility. We now have meetings in three cities: Detroit, Michigan, Cleveland, Ohio and Toledo, Ohio.
God instructed us to pray twice per week. We have done that consistently over the years. The numbers of people involved in this work has varied over the years, but one thing remains true: we have kept our watch. We have seen children born and grow up under this ministry. We have added a Sunday worship service to our school of ministry. We have conferences and healing and miracle services but our foundation is still the ministry of the watchman. I would like to share some significant answers to prayer that we have been blessed to witness.
Our Mandate to Occupy
WHEN OUR CLEVELAND ministry was in its fifth year, God spoke to me to establish His authority in the region of greater Detroit. We were aware of the lack of access believers had to hold conferences and meetings in the major public venues. I had heard that major ministries had never come to the city for healing and miracle meetings. We were instructed by the Lord to break the enemy’s power over these venues.
We did this by driving to these venues: Cobo Hall, The Ren Cen, The Palace of Auburn Hills and the Pontiac Silverdome. We prayed for Gods power to be displayed in these buildings and broke the devil’s claim to them.
We began to see the city benefit from the ministries that filled these places with the Word of God and feeding hungry seekers. Our ministry held its first Power and Glory of God Conference at Cobo Hall and the Westin Hotel at the RenCen. We were the first Christian group to to this. Many more have followed and still continue to use them. Benny Hinn, Joyce Meyer, Morris Cerullo and many others have held successful meetings over the twenty years since we prayed.
God even blessed the woman who drove us from place to place with a new vehicle.
Who Gave The Devil A Night?
THAT WAS THE QUESTION I asked a Detroit resident as she explained to me that the night before Halloween was then known as Devil’s Night. It was a night of vandalism, fires, and lawlessness. The people didn’t like it but it was a tradition. I announced at our watchmen’s meeting that we would declare that night Angel’s night from now on. We would take back the night from the devil. That was in 1994. The following is an article tracing the history of the beginning of Angel’s Night in the city of Detroit.

Chiefly associated with the serious vandalism and arson seen in Detroit, Michigan from the 1970s to the 1990s
s The crimes became more destructive in Detroit’s inner-city neighborhoods, and included hundreds of acts of arson and vandalism every year. The destruction reached a peak in the mid- to late-1980s, with more than 800 fires set in 1984, and 500 to 800 fires in the three days and nights before Halloween in a typical year.
s 1994—Hundreds of fires were set in the city and suburbs on Sunday despite official efforts to discourage young people from the arson that has become associated here with Devil’s Night, the night before Halloween. A 1-year-old girl died in a fire in a suburb, although the authorities were uncertain if the blaze was related to Devil’s Night. At least 314 teen-agers were arrested for violating a curfew intended to prevent Devil’s Night unruliness, officials said today. Several families were left homeless and at least two people were charged with setting fires; the police said more arrests were likely.
This goes back to one of our worst nights since I have been on the job," Chief Archie Warde of the Fire Department said on Sunday night.[ii]
Angel’s Night
After a brutal Devil’s Night in 1994, then-mayor Dennis Archer promised city residents arson would not be tolerated. In 1995, Detroit city officials organized and created Angel’s Night on and around October 29–31. Each year as many as 50,000 volunteers gather to patrol neighborhoods. Fires plunged to near ordinary levels (90-120 fires).[iii]
In recent years, arson and other crimes have fallen, much to success of Angels’ Night activities and volunteers. The drop in reported fires for the year 2008 has been credited to be because of the Angels’ Night program[iv]
You Can’t Fool Me. This Is Murder.
I WAS STILL LIVING in Cleveland, Ohio when we began praying against assisted suicide. The sound of that oxymoron always made me angry, yet, there were many who looked up to this Mengele in Detroit. My husband’s job transfer to Detroit made it possible for me to deal up close and personal
with the death spirit and its influence on the minds of influential people in government and the media.
The Case Against Assisted Suicide[v]
When I first heard of Jack Kevorkian, I thought, you know, we’ve really deteriorated as a society. I can’t believe they’re allowing this man to actually kill people and they do nothing about it.

who need to do something about any evil is always the church. I began praying that God would intervene.
Of course, all the watchmen in our ministry pray for the same concerns. So here we are, twenty-five or so people praying for this evil to stop and it gets worse. I have begun praying with many people for many things. Some people continue, but many drop out when the prayer is not answered in three months. How would you like to wrestle the devil for ten years? Communism in Russia was fought for seventy years. The reason they call him a strong man is just that—he’s strong. And he has supporters. Every person who supports his wicked ideas is a hindrance to others receiving the truth. But we have one stronger than the strongman living in us. It is in Him that we live and move and have our being.
After three years praying in Cleveland with poor results, I find myself in Detroit. One year is spent in oblivion wondering what a nice girl like me is doing here. But I begin to observe, and get the lay of the land. After a year, I begin the call in the spirit for the watchmen to show up. I visit all kinds of prophetic churches and prayer groups and find all kinds of prayer, but no true watchmen. I will have to make them,
I decide. This is always true for an apostle or prophet who begins a work. You cannot build on another man’s foundation (Romans 15:20).
After one year, I find two people living in Canada who seem to desire to know this ministry. One of
