    THE VOICE IN THE HELMET arrived whenever it wanted, and it always added pressure. To Gillis, the words felt like added weight to his already superfluous riot gear. His ballistic vest weighed eight pounds more after last week’s mandatory upgrade, and keeping the same footspeed simply piled more ache on his lower back. It felt like a sort of torque action down there, and he couldn’t even reach back to rub the area. He could only keep weaving through the mob of dumpy protesters and lifelong internet addicts. The voice came in the noisiest cluster of them and with more weight than ever before.

    We got nothing, Gillis, Trenholm buzzed in his helmet radio. No use-of-force amendments, no mass arrest warrants, no new surveillance powers. It’ll take another year to enact that stuff. And we have one month. You’ve got to free up more server space today, right now. If our agents can’t do it, the missiles won’t even know what to hit up there.
