The present work demonstrates by a condensed body of evidence, the widespread and crying evils (Great Britain in the 19th century), which was caused by the private ownership of land; it shows, by a complementary series of facts, that a properly guarded system of Occupying Ownership under the State would afford a complete remedy for the evils thus caused; it demonstrates that the proposed solution is a practicable one, and how the scheme will actually work without producing any one of the evil results generally thought to be inseparable from a system of land nationalization.
The work was published simultaneously with the works by Henry George (Progress and Poverty); but the remedy proposed is different from the remedy proposed by George.
