when thom stone is elected to the u.s.senate by the voters of oregon, he never expected to be told what to do by the 'bosses'; the powerful committee chairmen. he decides that new policies need to be discussed and debated. finding that any senator could stop debate, a nomination, or any other business of the senate, he decides he's going to lead a movement for change. that movement is the call for a second constitutional convention, allowing the people and the states the opportunity to change the senate rules as well as anything else that the politicians have for so long told the american people was written in stone. this is the story of how that second convention came to be and the surprising, almost shocking changes the people wanted to se.
