In 1996 Galileo did a fly-by of Europa, one of the moons of Jupiter and sent back some amazing photos of its surface along with some shots of Jupiter. The government gave out their descriptions of what they thought the make up of the moon consisted of based on the information at hand.
Then in 2007 the New Horizon satellite did its fly-by of Europa and gave some near high definition images of the moon. They have examined Europa using the Hubble Telescope and various spectrographs.
The government has had many different brilliant minds exploring the cosmos and looking for other worlds to explore and hoping to someday send humans to visit these other worlds. We know all that we know about these other worlds based on their scientific study.
But do we really know what is on these worlds? Are the government scientists giving all the details? Or are they only telling us what the government wants us to know? All of the satellites and probes sent out into the cosmos are sent by institutions that have their budgets controlled by the Federal Government. Therefore we know that the government controls what information is released to the general public.
The (CSA) Civil Space Agency, a private company, had their suspicions that the government was hiding information from the public. They took it upon themselves, and in 2000 the Europa Exploration Satellite was launched. After it arrived to orbit Europa it sent back high definition images of a world that was much different than what the government had released.
Their spectrograph readings told a different story than the government. They suggested that there was much more to Europa than what the general public was lead to believe. The CSA put together the funding and the crew, and in April 2010 they launched a manned mission to Europa.
In March of 2015, the Europa Exploration Mission arrived in orbit around Europa with a crew of eight. Their mission was to establish an operating base on the surface of Europa, and send back all the data that they could gather about the conditions on the surface and any plant or animal life that they might find on the new world.
The Europa Exploration Mission discovered a world until their arrival, people could only dream about and scientists could only hope would one day be discovered on another world. On this new world, they discovered far more than one had anticipated.

    Chapter 1

    September, 2008 in the board room of CSA (Civil Space Agency). The room has been darkened and the computer is showing pictures on the overhead screen. Chad Cottrell, the head of the space probe program for CSA, is showing pictures that were taken by the Galileo satellite back in 1996 when it did its fly-by of Jupiter’s moon Europa.

    Here Gentlemen we see the images from Galileo when it passed by Europa in 1996. They show the surface of Europa and it appears to be very smooth and made of water ice. This next picture is when it passed by the lower hemisphere, and down in the lower right corner is the crater Pwyll. Chad explains.

    Excuse me Mr. Cottrell, but why are we looking at these old photos of Europa? One board member asked.

    Well sir, these next few pictures you will see are photos that were taken by New Horizon, when it passed by Europa in 2007 when it was headed out to Pluto.

    Yes Mr. Cottrell, but they look just like the first photos but with more definition.

    Yes sir, they do look similar, but these are the photos that the government has released to the public. They don’t show you the photos that they have in their possession that are close ups of the moon.

    You have different photos? Another board member asked.

    Yes sir I do. We knew they were hiding something due to the interest of the government in Europa. So in 2000 we launched our own satellite, the Europa Exploration Satellite. Here you see photos of Europa from our own satellite. Chad explained.

    These look similar to the other photos, but why does that crater look different?

    Well sir, it is different. The government says that it is a large crater on the surface in the ice. But as you can see from our own satellite, it is not a crater. Quite to the contrary, it is actually a large hole.

    The surface has a large hole. So what does that mean to us? Another board member asked.

    Look as I zoom in on the hole in the photo, this is a close up of that hole. It is not a hole in the ice on the surface of the moon, it is actually a hole in the ice that surrounds the moon.

    Ice that surrounds the moon? What do you mean?

    Let me explain. There was a hypothesis that the earth was surrounded by ice back before the flood of Noah. Chad said.

    Yes it is called the canopy theory. One board member explained.

    Yes, precisely, this is what we are seeing with Europa. There is an ice layer surrounding the moon. It looks like the surface of the moon from satellite photos, but the close up photos show that the layer of ice they call the surface is actually about 64 miles above the surface. You can see from the spectrograph that there is a good amount of heat and water vapor escaping from the hole. Chad further explained.

    So what does that suggest?

    That suggests that there is heat, water, and basically all the things needed to support life. The temperature readings show an atmosphere that is compatible with life, oxygen is in high concentration, about 50 percent of the atmosphere is pure oxygen. The other atmospheric scientists think that the air pressure under the outer ice is about three times higher than what we have here on Earth.

    What does that mean?

    It means that if we are right, then people can easily survive on the surface. Chad said.

    Excuse me Mr. Cottrell, but Europa is so far away from the sun, how does it stay warm enough for plants to survive let alone people? One board member asked.

    Ice is just water and water is clear, it is only clouded when contaminated. The ice that surrounds Europa is curved at the right degree that it acts like a magnifying glass and concentrates what light does reach it from the sun. The temperature at surface level we are estimating to be a steady seventy five degrees all the time.

    How does it stay steady? Does it not have seasons like we do?

    No sir it does not have a change in seasons. We have changes in season due to the tilt of the Earth towards and away from the sun. Europa is tidally locked to Jupiter.

    What does that mean Mr. Cottrell?

    That means that the side that faces Jupiter is always facing Jupiter. Just like our moon, we see the same side of the moon all the time, it does not spin. And when it is on the side of Jupiter that is away from the sun, the Jovian Magnetospheric environments reactions help to maintain the temperature.

    Oh I see, and how long are the years there?

    Based on the data that we have at hand, Europa takes only approximately three and a half days to make a rotation around Jupiter. Chad answered.

    That would make for a quick year!

    Yes sir it would.

    So what is our interest in Europa? One board member asked.

    Mr. Chairman? Chad asked as he turned towards the Chairman for permission to speak further.

    Yes Mr. Cottrell go ahead. The chairman said.

    Thank you sir, we have a preliminary plan to build a shuttle and a Europa orbiter to send to Europa along with a crew, and have them go to the surface of the moon and explore it for habitability, and survivability. We strongly believe that Europa is very livable, and that humans can survive there, and the environment is actually very compatible with life. Chad explained.

    So what you are suggesting is that we send a mission to Europa to make a civilization there on the surface?

    Yes sir that is exactly what we are suggesting.

    But, do we have the technology at our disposal to accomplish such a mission?

    Yes sir, we do in fact. The government began a program to build an orbiter using the Nexis engines powered by a small fission reactor. A Brayton power converter would change the heat to electricity. We have built test models of this for power for space flight and all tests conclude that not only is the technology available, but successful. Chad explained.

    Mr. Cottrell, we are in business to make money. In that endeavor what would be the commercial interest that would justify such an undertaking?

    Well sir, if we were the ones to put the first humans on another planet, we would be the leaders in the science world, and all other companies world wide would want to work with us to execute their own missions elsewhere. We would also be considered the leaders in space exploration. That would lead to contracts with many different companies for the use of our information and technology.

    That would put us at the top in the space industry gentlemen. The chairman added.

    Alright then I would agree to go forward with the mission but I would want to know the time lines that you are talking about and the costs. A board member remarked.

    With that gentlemen, I will leave you to discuss these matters further with the chairman.Chad said, as he gathered his things and headed out of the board room.

    Thank you Mr. Cottrell for the presentation and your input. The chairman told him as he left.

    You are welcome sir. Chad said as he walked out closing the door behind him.

    Chad then headed back to his office to await the decisions from the board.

    My fellow board members, we have before us the opportunity to be pioneers in the space industry. If we undertake this endeavor and succeed, then we will be years ahead of any competitors or government agency anywhere in the world. The chairman addressed
