Source: If iCloud Photo Library starts misbehaving on your Mac, quit Photos and then, in Activity Monitor, force the Photos Agent process to quit. That might get it working again.

Much like the iPhone freed you from the worry of running out of space on a regular camera, iCloud Photo Library can further relieve you of storage concerns.
