Navy Regulations, Article 76, contains the following state

Par. (9) (a). Restricted matier may be disclosed to
persons of the Military or Naval Establishments in accord
ance with special instructions issued by the originator or

‘These instructions permit the issue of restricted publications
to civilian conteact and other accredited schools engaged in
training personnel for Government work, to civilian concerns
